A riff on the El Presidente, the Cuban Liberal is a sadly forgotten classic. The White Rum is softened by Italia Vermouth but then taken up a notch with the addition of the French Amer Picon Liqueur.
Stir all ingredients in an ice-filled mixing glass, then strain into a chilled cocktail glass.
